Error No internet connection available: Please try again later. On Microsoft Lumia?

Hello. Recently I just got my first Windows phone-a Lumia 640. After downloading an app, Bloons TD 5, I noticed that when I tried to make a purchase, I got the above message. And yet in Minecraft PE, I can successfully purchase skins. I am connected to the Internet, and have a data plan. Any solutions?
