Can you add a wallpaper to the Microsoft Lumia 640?

I've googled it, seen that other models have been on windows 8.1, but the one I'm looking at comes with the latest windows, so I'm assuming 10.

Does 10 allow it? Maybe transparent tiles or something?

Also, if you have this phone, would you recommend it?
