What do I need to do to convince him that I need this?

I have a Samsung cell phone but it one of those flip phones. The battery falls out and I have the back taped so it won't fall. I asked my husband for a new phone. (Im a stay at home mom of 3) I told him I don't need a really expensive one and I could just look online for one. Today when he got home from work I told him I saw one for really good price and it isn'to even 100 or more. Maybe a prepaid one will do since I don't talk on it that much. He told me this: tell me how much you need so you can stop bothering me and never talk to me about it again? So I was like, never mind I'll just keep this one. I have tried saving up my money but it all goes away with groceries, buying the kids what they need or anything basically for the house. I just need a cell phone to make appointments and that's basically it.
