I dropped my phone in the toilet?!

I have a brand new Windows Lumia 640 LTE--I've literally only had it for 6 days. I dropped in the toilet (by accident) and I've heard that taking out the battery & SD card and putting them in a plastic bag with rice will fix it. Is that true?
