Can the Windows Lumia 640 phone download Snapchat & Instagram?

So I've recently been interesting in buying this phone and I've heard that the app store doesn't have snapchat. Is this true? Does anyone have this phone? Also I've read that the instagram available in the app store is "public beta" can someone enlighten me on what that means?
