My Video Recorder isn't working on my Nokia XL, not even skype video calling?

I am able to take pictures, but not videos. Whenever i switch to the video mode and press start, it would say "can't record at this moment" I tried factory resetting the phone, still not working. Even skype calls don't go through either, even after repeated installations. However another app "Line" works. I don't understand what the problem is with my video recorder. Can't record voice messages on Whatsapp. I have enough external memory. Please Help:(
