My Nokia Lumia is acting up?

I normally charge my phone overnight, but yesterday morning it had a low battery. I had it charging most of the day, but it still did not charge. Now it shows a blue screen with a sad and keeps turning itself off and then immediately turns back on, but just goes straight to the same screen. It's never done this before. What do I do?
