How to get dialup internet software with no internet connection?

The only option I have in my area is dialup, but my 4G internet no longer exists (was a Clearwire customer).

I have a Nokia Lumia 810 Windows phone with 4G internet, but it won't let me download the.exe setup file (to transfer the file to the computer) because it says it doesn't support it. I have ordered a free cd from the ISP, but it takes days. Most retail stores no longer carry the discs.

Any ideas?
