Why won't my phone let me do anything?

I've just bought a new phone, lumia 640, and it won't let me do anything. I've placed the sim on and all that stuff and its really annoying me. The guy who sold it me, from the shop, sent me a message on my old phone saying that my sim swap was successful and that the activation may take up to 24 hours. Does that mean I have to wait 24 hours before incan fully use my new phone?
