Wi-Fi Calling on Windows Phone?

Full Question:
If I buy a SIM card for a one time price of about $30 for my Windows Phone, will I be able to make calls, as long as I have wifi, WITHOUT paying a service provider (i.e. Verizon, At&t, Sprint, T-Mobile, etc.).

Details:
I purchased a very cheap Windows Phone (Nokia Lumia 521) about 10 months ago, and it works fine. Unfortunately, at this time, it is more like an iPod than it is like an actual smartphone. This is due to the fact that I do not want to pay a provider $40 a month just so I can make a few dozen phone calls every month. I can’t make phone calls, but it’s simply impossible to function without the ability to call. I have an app called “Wi-Fi Calling” that came preinstalled on my Windows Phone, but it doesn’t work, because I have an “invalid SIM card”. I don’t even have a SIM card, and that’s what I’m wondering. If I buy a SIM card for a one time price of $30 or so, will I be able to make calls, as long as I have wifi, WITHOUT the use of a 2 year contract, or any provider at all. If I can by a SIM card, without having to also buy a service plan, then I definitely will pursue this option.
