Microsoft Lumia 640 LTE will not charge?

Microsoft phone keeps shutting down and booting the Microsoft logo, yesterday it was constantly rebooting for two hours. It did not charge last night, and as I said the logo kept booting up. If the battery appears (which is rare) it doesn't show its charging and is on the red bar.
