Can Nokia lumia 520 still connect to wifi without SIM card?

So I have a Nokia lumia 520 that I have not turned on in about 1 year because there is no longer a SIM card, which I wouldn't be using. I decided to plug it in and charge it since I read that you could still use it on wifi even without a SIM card. Except it has been unable to find my wifi network. I've reset it many times by holding the power button down. And whenever I try to connect to the wifi/ or find my network it's just a loading dots at the top of the screen. Is it unable to connect to my wifi because there is no SIM card? Otherwise if there is a way to connect it, can anyone help me on this? Thanks.
