Windows 10 for Lumia 950 and 950 XL?

Lumia 950 and 950 XL will run applications just like on PC and Laptops (.exe programs)? Or the windows 10 for these smartphones is like the windows phone version? Also, do you need to install drivers and updates(like directx and framework)? I'm confused:\
