What's wrong with my windows phone?

I just bought a new phone (well, manufacturer refurbished) and it has all these dots on the screen, and I thought it was the screen but they show up in screenshots but don't show up while the phone is booting up, so is it a software issue? It's a Microsoft Lumia 640 btw
