How to set up a proxy server so that it appears you are in a different state?

I am trying to make it appear as if I am in New York, and I know that to do this I need a proxy server. The only electronics I have access to currently are my iPad Mini and Nokia Lumia. I had difficulty finding a public proxy that I could access. Any advice?
